The Novaesian Waltz is the 3-count version of the Phoenician Waltz. The manipulation differs only in the carry. In the Phoenician Waltz, the second pass of the pass-pass-self base pattern is carried. The second throw in a 3-count is a self. Hence, in the Novaesian Waltz the manipulation starts with carrying a self.
The Novaesian Waltz is of cause also north walled. The self-carry and the second pass-substitute are always on the north wall side and the first pass substitute and the pass-intercept are always on the south wall side.
The pattern was invented in Neuss (Germany) and Novaesia was the ancient name of the Roman legionary camp in Neuss. So the name was found for our variant of the Phoenician Waltz.
